He acts like a two year throwing immature temper tantrums. The U.S. Attorney's Office will even tell Plaintiffs they have to take whatever offer they are given [redacted by Ed.] He hates veterans and belittles them. Tough guy hiding behind his robe.

I absolutely hate to handle cases in the King's court. Hubris beyond measure, no consideration of anyone's schedule other than his. Makes all attorneys, probation and support staff jump through unnecessary hoops.

Schedules cases when attorneys are on vacation despite vacation certificates being filed in accordance with local rules. An attorney or litigant could be on life support and the King will issue a show cause order for not being present.

Absolutely horrific.

What is tragic about King Phil (as everyone calls him), is that he has the intellect to be a very good and fair job. Unfortunately, his sanctimoniousness is surpassed only by his ambition. His rulings are driven by one thing -- How will this affect my ambitions to get to the 5th Circuit, and beyond? He has no interest in doing what is right and just. He is a case study for what is wrong with lifetime appointments -- he thinks the world revolves around him.

This judge is more politician than jurist. Ambitious and arrogant, his quest for the Fifth Circuit results in biased, intellectually dishonest opinions. While openly advocating the jury trial system, this judge rarely presides over civil jury trials, with many non-corporate litigants finding their cases summarily disposed of without a trial. Without question, this is the worst court in El Paso for a plaintiff to bring a claim.

excellent judge who surrounds himself with consistently bright clerks. he has the gearbox to handle any civil case that comes down the road, but is under a crush of criminal cases.

This judge entertained favoritism to Jeanne C. Collins with Kemp Smith, a former law partner. Did not recuse until he retaliated.
