He has a poor working knowledge of the basics of contract law, employment law, and state law and that causes his motion decisions to be just plain bad, to the detriment of litigants, especially plaintiffs.

Always puts his finger on the scale for the defendant. Oddly for a judge, he hates making a decision - motions are always denied without prejudice and endlessly relitigated. For a government attorney, it is a nightmare being in his court. On the plus side, he is generally very civil and does not use attorneys as punching bags.

Not the brightest bulb in the box, and saddled with an arrogant, unintelligent, not industrious, and very tempermental secretary known for years as "Judge Jane". Judge Miller is very polite in the courtroom, but often doesn't appear to understand what is going on,and once he has decided something, doesn't let a little matter like the law get in the way.
