In a simple debt collection case involving a nonlawyer, he was unable to discern basic MD consumer protection statutes such as debt collectors and creditors are not able to engage in abusive collection tactics such as the filing time-barred lawsuits, preparation and filing of lien documents without a license to practice law, collect debts without a collection license and attmept to collect more than the debt owed. Often ignored federal rules of civil procedure and evidence and failed to cite any controlling legal authorities to support his findings.

I have read through his past history, and how he should not have been selected. After having a case before him, which he was very basis. He lacked the knowledge of the civil rule of procedure. I motioned that he should step down and he proceeded anyway.

A real whopper of a case finally reversed by 4th circuit. Unions vs Prince George's County. Judge Williams was unanimously reversed by the 4th circuit. He awarded the union SUMMARY judgement on the contract clause claim. He ruled that (1) the furlough plan
impaired the CBAs, (2) such impairment was "substantial," and (3) it was not "reasonable and necessary. Basically saying that the unions had to approve any furoulgh attempt by the county. The 4th circuit outright rejects the proposition that the furlough plan impaired the CBAs. An easy call the Judge should have been able to discern.

If there is one judge who deserved to be elevated to the Fourth Circuit, it is this judge. Excellent jurist with very good judicial temperament. Also very evenhanded on civil rights cases.

Judge Williams dealt with very complex legal issues in a lengthy summary judgment motion. On a motion for reconsideration, he realized that he had erred and reversed himself. Very impressive and even-handed. Great judicial temperament. Seemed only interested in getting it right without the normal oversized ego getting in the way.
