This person is the most ridiculous excuse for a judge that the state of Arizona has ever had on the bench, what a disgrace to AZ. corrupt, inept, biased, and incompetent judge. Family Law is hard enough as it is on children but when you have a incompetent power tripping Judge that has no remoras for children, it is time to be removed from the bench. What is it going to take a child hurting themselves, or better yet the parent that is not the best interest? You are not GOD and I hope something can be done to remove this JUDGE. All the evidence shows abuse, lies, and your the JUDGE is just a guilty as the other parent. I just hope she never has to live with blood of a child on her hands due to her lack of JUDGEMENT

If you have this judge on your case you can request your case to be transferred to a different judge under the rules.

If she has ruled wrong in your case you can appeal the decision to the Arizona Court of Appeals. There is a Pro-Se do it yourself packet that explains what you need to do, has forms, and has instructions. You don't need a lawyer. You must appeal within 15 days in juvenile matters and 30 days in other matters. It can be done by following the instructions and looking up the rules.

This person is the most ridiculous excuse for a judge that the state of Arizona has ever had on the bench. During the custody hearing, numerous witnesses were brought in to testify about the mental instability of the other party, including a very well respected psychologist, and CPS. All of these people testified to issues of known abuse and neglect, and evidence was provided to back it up.

This judge refused to allow a majority of the witnesses to testify, or follow the recommendations of the psychologist and CPS, and after ordering multiple psychological evaluations, supervised visits, and drug testings, she then provided a final ruling which didn’t require any testing or supervised visits to protect the children.

She has stated in the courtroom “I am God in my courtroom, and I will be in charge of this case until they are 18 or until I retire.” This is the mark of a megalomaniac, not someone who was put in place for the health and safety of children.

The fact that this judge has been allowed to continue holding court for over 10 years without any disciplinary action against her is egregious and those who have the ability to protect the children whose lives are being destroyed by her have knowingly allowed her to remain there.

Please, someone who has the ability to do something, listen to the pleas of the families who have had to deal with this corrupt, inept, biased, and incompetent judge. If you have had any dealings with this judge, please reach out to me on this page. We need to take action against her if those who can help refuse to take action and do so.

Family Court is a joke. Horne issues Emergency orders issued without notification in custody matters, her substitute judge burns 20% of hearing telling court how experience they are, this judge commits and schedules hearing time only to modify it the morning of the trial and wastes 1 hour of time going over rules. Issues a ruling, requiring one thing only to stay that months later. Always seems to rule in the plantiff favor unless it is so outrageous it can't be ignored. So weird is this that she would issue a protective order in May and then in September allow the party addressed in the order to perform visitation at the residence of the very party the protective order was issue for...She is not even handed, be aware of this. She will quote the statute but the ruling always seem skewed by her perspective of what he relationship is required by the state to be and not to the best interest of a child...but the "States desires are that both parties have equal relationshp building time." It just always appears something is going on in the background...

This horrible excuse for a judge has allowed accusations without evidence affect my previous divorce and be used against me in the proceedings. She warned me not to use my freedom of speech and talk about my ex wifes endangerment of our child because of her mental condition (and continual problem with not taking her medications for it), even though it has a direct effect on her job as a teacher and caring for 25 children. I think the reason for this is that the judge also has mental conditions. It does not matter that our daughter hasrepeatedly been endangered by her mother. I was told it would cost 25,000 to subpoena wife's medical records to protect my daughter. And i had cps on my side at the time, recommending full custody for myself!

This is a very bad person, she ruled against the court evaluator, my kids were exposed to sexual abuse, child abuse, and physical abuse, because she was in an election year. she put herself before the safety of the children, she should be kicked off the stand, for good.

Even with a pile of hard evidence, the lack of any evidence from other party, and hearing both side she has always ruled in favor of the "incompetent." She has never once thought about this child unless the other party "disappears" in which she has no way to rule in their favor. She should not be a family law lawyer. I have yet to see her rule in the favor of a minority who goes to court with hard evidence. I believe she makes her ruling before even hearing the case. It is absolutely disgusting that she is a family law judge and NEVER thinks of the best interest of the child.She needs to be kicked off of the stand!

OMG! Unbelievable! How is it possible? A Judge (Elaine Fridlund-Horne) with a history of such incompetence is able to remain on the bench and continue making feeble rulings in the courtroom. Rulings that so adversely effects the lives of innocent children. She should be stripped of her status and sent out to pasture to feed on mother nature instead of on husband,wife and child.
What A racquet they have going on there.

She should not be a judge. Period. She is overtly racist. She does not even consider the child. She does not consider the evidence or the lack of it. She makes arbitrary rulings or she does not rule at all, continuing issues for months and yes, YEARS. She is a joke and is doing harm to the children who are unfortunate enough to be the recipients of her lack of judgment, her bias and her incompetence. The good old boy days of Flagstaff need to come to an end and it needs to start with removing people in authority such as Fridlund-Horne who are a stain on the community and kill the public's trust in the justice system.

She is one of the most inefficient and incompetent judges in the state. She is the definition of corruption and malfeasance. Beware -- the whole process of family law in Coconino County is corrupt. It involves the corrupt state attorney's office, CPS, local family law attorneys, and the judge. The goal is never the best interest of the children. The goal is to continue the racket of family law and the kickbacks from Title IV to finance their scam called the "legal" system. Always remember that the judge is the leader of the corrupt system. This judge plays the part perfectly.
Malfeasance is the name of the game. The judge and state attorney's office run are the key players in the racket. The sheeple and especially the children of Coconino County will continue to get duped by these corrupt individuals in the name of "justice."

This judge does not do what is in the best interest of the child. She rules without the basis to do so, and without seeing or hearing the evidence. She also says that she will rule on things at a later time and over a year and a half later, she has yet to rule. When I took it back to court she automatically took the other side, without having a hearing. By the way, she was supposed to give us a court date when we went into her courtroom, but three weeks later she ruled and dismissed all my filings. She still has not ruled on the supposed "later ruling" matter. I am not saying she is a terrible judge because she ruled against me. I am saying she is a terrible judge because she does not do what is in the best interest of the child, does not hear or see evidence, does not rule on matters that she says she will rule on, and says she will set a court date and then dismisses all filings. This is wrong, and needs to be addressed by the higher-ups, who should decide if she is really suited to be a judge.

This judge does not do what is in the best interest of the child. She removes orders with no grounds to do so and fails to rule on orders that were brought up in court. She is very unfair. She placed me, a mother, under blame for my son and I being so close and him not being as close to his father. Judge friudland horne should not be a judge at all especially a family law judge. The best interest of the child is the most important. However this is not on this judges priority list.

She does not make rulings. She takes the motion request "under advisement" causing the offending party to continue to keep breaking court orders. Her own clerk apoloized for the judge (her) for not following through on a OOP dismissal which later caused a innocent person to be arrested and booked ecause of (her) technical error. I read that she was a former law eforcement
officer. That being the case, she has a higher knowledge of following through on the Registry for OOP and dismissals. For her to not make rulings, the parties legal fees are driven up in an effort to try to get legal attention by the court.

This Judge is more concerned with her own political gain, then the safety of children. She lifted a order of protection w/o a hearing, forcing a terrified child to have to see a sex-offende/Child abuser, and she refused to allow the child to testify. She also forces me to pay for the other party's gas money for his visitations.

Incompetent judge. Biased opinions not based on legal dictrine.
Well known in the community and previously practiced family and adoption law with many of the attorneys who now appear before her. No doubt socializes with many of the attorneys who appear before her and makes decisions in favor of those who she is friends with outside the courtroom.
This judge is a disgrace to the justice system in Coconino.
Is family court was not bad enough, it is the worst of the worst in Coconino County superior court.
this judge should be serving time in the state pen as opposed to serving on the bench making critical decisions on peoples lives.

This judge is one of the worst judges in the state of Arizona. Biased. Should not be a judge in a town where inbreeding is the standard. She had practiced law in Flagstaff for over 25 years prior to becoming a judge and is friends with the majority of the attorneys who are before. The family court in Coconino County is a joke and she is the chief clown.
