Stubborn and very difficult. Unreasonable court rules such as "experts can not look at jurors when testifying." Works 4 hours a day in trial and not cooperative with counsel.

Judge Ochoa has participated in justice delayed and then denied.He has allowed a law promulgated by the state during litigation to supposedly render 2 active cases moot, without ever actually hearing the cases. Very disappointing to see this action from a judge.

Chronically unprepared and often late for hearings, and frequently does not read the papers. He provided a multi-page, written ruling that, for the most part, cut and pasted language from the moving papers and opposition and ignored controlling case law and statutory authority. The lack of any reference to the reply (despite copious borrowing from the other papers) suggests that he did not bother to read it. He is always complaining about his workload even though SBSC has departments with much heavier calendars.

This judge appears to pick a side early in the case and allows that side to do whatever it wants, no matter what the Code of Civil Procedure or Rules of Court say. On substantive issues, he is willing to disregard well-established law if it supports the result he wants.

The only positive thing I can say about Judge Ochoa is that he is very cordial to everyone. But I would rather appear before an irritable judge who is willing to follow the law than a cordial one who won't.

Decidedly pro-plaintiff and an automatic 170.6 if I ever draw him again.

Extremely knowledgeable and detailed judge. You have got to be thoroughly prepared to argue anything before this judge. But you would want that for your case anyway. Tip: Do not place your handbag or briefcase on the counsel table.

Judge Ochoa is not Honorable. He has delayed and allowed a ban on mining which the Supreme Court ruled " the State cannot prohibit mining but it can reasonably regulate! Get out of the court room you activist Judge.
