One of the worst experiences of my life to be dealing with that judge ( can’t even say honorable in his case ). Disrespectful, short tempered, rude , sleeping during arbitration, napping in between and clearly not recalling 50 % of the most valuable information. Not allowing to state what is important for your case . Most shameful is that he makes up his mind based on the big corporation and their money, as they would rehire a more agreeable person on their side no matter what the law and the truth is! Shame of this person does not have a conscience!

former LA County "judge" Rex Heeseman was one more bias "judge" on behalf of LAUSD's decade old largest frivolous lawsuit in US History --based on supposedly owed payroll. Heeseman blamed defendants for a payroll debacle they did not cause and more troubling Heeseman ignored the rare BC420518 civil 2010 Grand Jury Report that stated in part, “ITG indicated on a scale of one to ten, with one being no exposure and ten being a disaster, LAUSD currently at eight on the scale of exposure." Why would any unbiased judge have any faith in LAUSD's payroll numbers if their payroll system was and is not properly functioning? See my article "CityWatchLA bogus claims".

I strongly believe Judge Heeseman is racially biased when ruling his verdicts. I would caution non-caucasian clients to think twice prior to using him for arbitration.

Professional, thoughtful, hard-working and intelligent. Judge Heeseman will read your papers and make the right decision. I have appeared before him as both a civil defense lawyer on a very complex HOA case, and as a plaintiff's lawyer in employment cases. A definite keep, but now working just MSC bench. I hope he returns to the trial bench.

This is a great judge for pro per litigants, as well as other litigants. He’s fair, honest and will give you a chance to be heard. You never feel like he is trying to be rude or disrespectful, even if you don't agree with his rulings. I can’t say enough about this judge -- what a great person. I so wish there were more like him at 111 North Hill!

Judge Heeseman is a very affable, pleasant judge to work with. He is somewhat reluctant to make difficult calls at times, and frequently requests additional briefing. Often telegraphs his position openly - "This is not a ruling, but . . ." - however, a very conscientious judge and a good addition to the bench here in L.A.
