This Judge is disruptive, rules contrary to existing and pertinent laws and demonstrates bias. Luckily her ruling was overturned by the 3rd DCA, but it cost time and money. I then found many rulings from her court that were overturned once on appeal. Case load has nothing to do with it as other Judges have the same work load and seem to get it right. Needs to go.

Judge Chang handles a huge number of law and motion cases every day. Given her work load, she does a very credible job. No judge is going to grant a summary motion judgment and deny a litigant their day in court unless there is clearly no triable issue of fact-and that is rare.

Judge Chang has a practical approach to law and motion, which yields sometimes inconsistent results. Despite this, she is fair and her decisions are supported by the authorities. I think for others to say she has been overruled on appeal "with alarming frequency" is just sour grapes. Find me a judge who hasn't been overturned on appeal, including a judge who hears dozens of motions a week.

Judge Chang is bright. She is also a nice person. But she will bend over backwards to avoid granting summary judgment. She loves to cite the case that if any fact is included in the separate statement, however incidental, it is therefore material, and any dispute as to it precludes summary judgment. She will also duck deciding tough issues.
Law and motion should be a gate keeping function. Unfortunately, she refuses to recognize this role, and perpetuates litigation.

I agree with these comments, she issued the worst ruling I've ever had on a motion. You win some, you lose some, but you hope the judge at least is in the ballpark and doesn't completely ignore the law.

It was clearly unfair of the presiding judge to place Judge Chang into Law & Motion, which is a critically important department for civil litigants in Sacramento. She lacks the legal background necessary to function properly in this role (having been only a Public Finance attorney at the AG's Office and one of the prior Gov's legal affairs/policital people). Sadly, she simply has no clue what she is doing and she consistently disrupts the orderly and equitable administration of cases in Sacramento County. It has gotten so bad that some lawyers routinely DQ her, or find other ways of getting around her. Something needs to be done about this Judge. She is simply not qualified.

Not intellectually capable of making consistently correct rulings in complex law and motion matters. Reversed on appeal with alarming frequency.
