Judge Hom wrote a memo against ordering Defs to pay for the Law Enforcement Investigation of accidents in DUI cases.

In Sac, the DAs always asked for restitution to be made to the CHP (or any other LE agency) for their investigation of accidents when DUIs are involved.

Judge Hom wrote an opinion that said the DA can ask for it but it will be denied.

From that day forward, no judge imposed the cost of the investigation on Defs in DUI cases.

Hom is a DAs advocate no he doesn't take much into consideration when sentencing. Seems bias at times should be a DA not a judge

Judge Hom has manufactured case outcomes by refusing to allow into evidence admissible documentary evidence of civil liability of defendants. Judge Hom appears to be in the back pocket of insurance companies and medical providers.

I had him as a trial judge. He was pleasant and courteous, giving me latitude with vior dire. My guy was acquitted of the main charge for which the offer was 2 years s/p, but convicted of the lesser-included misto and Hom really hammered him on it at sentencing (no AWP), which I felt in doing so he wrongly incorporated factors in aggravation of which my guy was acquitted. At the SCR level, he doesn't seem to want to make waves with the DA and propose a court offer that significantly differs. However, he does listen and he will give you some traction downward in the offer if you're prepared and have good reasons for the reduction. Overall, I'm glad he's on the bench as there are FAR worse judges out there for the defense.

Not the worse judge on the bench but definitely pro prosecution. Hard to believe he was a defense attorney before ascending to the bench. Easy going and pleasant enough, but you will not get any breaks in his courtroom as a criminal defendant.

With such a temperament and a work ethic one would assume those talents could foster more creativity to listen or consider any argument toward resolution of cases presented by defense. D.A.'s run the show. A D.A. in a robe, but very plesent in the process.

Judge Hom is very smart. He is a very capable trial judge, and he really knows the law. He also is very pleasant and courteous. But he is averse to crossing the DA, so look for your plea bargains elsewhere.

Spineless. The cost to taxpayers because of the current state of the bench, is enormous. There is no separation of powers, so D.A.'s run rampant - overcharging cases in order to extort pleas to lesser crimes - and insisting on prison commitments for the bargain. This occurs even in the cases where the clients are innocent. Do you know how much money you are spending in order to house a state prisoner who has been sent there for petty crimes, such as petty theft with a petty theft prior (Penal Code 666)? You can thank judicial officers like Hom because he lacks the courage to wear his robe with integrity and wisdom.
