calling this person a judge is an insult to those judges with ethics. she is so bias that she fails to realize that the litigant is the person being hurt by her inane ruling and her malice and revenge hurts the innocent litigant.the judicial conduct board should remove her as a corrupt , dishonest vindictive judge. how she got to be a judge is beyond me and i am an attorney

I work as a foster child advocate because I'm a former foster kid - who suffered @ the hands of those being paid to be my foster parents. In 2003 I co-produced a documentary titled 'The Protectors' which puts the spotlight on California's foster care/child welfare system - it debuted @ the Juvenile Justice Centennial. Sometime this year I sent Judge Hayes a copy after reading about her in the newspaper. Within a short time it was returned with a 'terse' message (my opinion) that she wasn't interested (actually made me feel like I had done something wrong) Thing is other judges - have received a copy of the DVD & written to thank me - the latest a Judge in Indiana who I read about in the news also - I don't feel that I did anything wrong - after all a Ninth Circuit Court of Appeals Justice - has been provided one & it didn't get sent back.

this jduge is biased and unfair toward attorneys and litigants she does not like even to the point of ruining their case. she is biased and dishonest. her disclosure of conflicts is inempt. she is the most appealed judge as far as I know in the court house challenge this oen.

I am stunned by the previous comments. Having appeared in Judge Hayes' court many times, I have never seen her be anything but courteous - even when the lawyers are not. She is well prepared for hearings and can be persuaded to flip a tentative with the right argument, but is not afraid to make a tough call, either.

unfortunately in my opinion Judge Hayes is not very intelligent. She does not see the big picture. She is very bias and favors catholics because she is one. She thinks she owns the court room and the court reporter and clerk belong to her individuallylike her servants. She gets emotionally involved with the case. she is not judicial materialand it is my opinion will probably add to the number of san diego judges who eventually get into serious trouble as she cannot help but gossip and what she says gets around . unfortunate but use that challenge

Judge Hayes, is not entitled to be called a judge, She is so rude to pro personas she should be removed from
office. Anyone with ethics and morals should replace her .She appears to have motives and get persoanl. She shreiks like a nut and is an prime example of a corrupt judge. someone remove her or justice is out the window

Judge Hayes is evil, bias, corrupt and deceptive judge who does not even have the brains to be in civil. Dummanis should transfer back to criminal where she will at least be with people of her own caliber. she is not fair, not imparitial and certainly has no intelligence. she is dishonest as she hears cases in which she should recuse herself. she had cancer and she did not recuse herself when her own doctor was the defendant. instead she helped her win. She does not like hispanics or solo practitioners. She prefers big firm. Is is concerned about how she looks in her robe and how her platnum hair looks more then she is about justice in her court room. in fact there is not any unless your in her preferential group. Another rubber stamp for the government. totally inappropriate be a judge. something smells about this one

Having appeared before Judge Hayes in several civil matters I can state that she is a genuine, concerned adjudicator. However, I sense a corporate/insurance company bias and have repeatedly filed peremptory challenges against her because of her pre-disposition towards a corporate outcome. Moreover, the "random" judicial assignments in San Diego County ALWAYS dictate an insurance claim be assigned to Judge Hayes! If you are trying a novel argument or novel COA I would NOT recommend trying it in front of Judge Hayes. If you are in insurance defense, you are in heaven with Judge Hayes. A nice person, but NOT a fair, impartial and intelligent judge.

Judith Hayes is a public service oriented judge, as opposed to being a judge because it was a pay raise, or being a judge because of the pay, the robe and the retirement. She is a very kind person, with an apparently genuine love of the scholarship of law. One can not do better than being assigned to Judge Hayes.
