The key reason why Judge Seabolt has such a low rating is because he does not fully read the material of cases before issues rulings. He is not fully informed; he often confuses the role of a pre-trial judge with that of a trial judge (find-of-fact). He often interferes with pre-trial discovery by making decisions about "facts" when instead they remain mere allegations until trial.
