Judge Monroe used to be better. He seems to have developed cognitive issues, and his temper is out of control at times. He relies heavily on research attorneys to tell him what to do. He is completely pro-defense. He needs to retire.

Judge Monroe is extremely biased in favor of the defense. He is also extremely rude and acts like his time is being wasted. It's a shame our tax dollars are supporting this man. He has lost sight of the fact that he works for us.

This judge should not be on the bench. He does not follow established rules of conduct, he summarily rules on discovery motions without hearing oral argument and his decisions are not reasoned or fair. He has demonstrated a tendency to deprive parties of their ability to conduct relevant discovery - even going so far as to preclude depositions and discovery on relevant issues. Worst of all, this judge regularly shows his favoritism for the defense, as well as an utter lack of respect for counsel by yelling at them and making personal attacks on them.

I disagree with the other comments here. My personal experience has been that Judge Monroe is only impatient or short with attorneys who are unprepared or who waste his time. Why wouldn't he be? His decisions are well-reasoned and every ruling I've seen from him has been right on the money. Can't complain.

Flip flops on decisions; hard to say if he really researches or thinks on a topic--seems to defer to law clerks on law and motion matters; has a downright irritable demeanor.
