I suppose he could be characterized as a tough Judge, but only if you are on the wrong side of fence with your case. I find him fair and even handed, never playing favorites. He calls the civil cases as he sees them in light of the law and overall fairness. He can award significant sanctions on motions, if they are appropriate.

This judge failed to provide a defendant due process at a hearing where the defendant's attorney properly submitted evidence in advance of the hearing that could have irrefutably proven that the defendant was innocent. Judge Brisco played hard, fast and dumb while protecting the interests of the plaintiff, who is another attorney who filed a false restraining order against her client. The defendant client has maintained his innocence in all his responsive pleadings, offered to provide the court video evidence, plus the sworn declaration of an eyewitness to the alleged event, who is an L.A. County Sheriff's Department Court Security Officer. Judge Brisco refused to view the video and the declaration of the officer. Judge Brisco protected this corrupt attorney for an undisclosed reason and further guaranteed that the defendant cannot get a fair hearing or trial in his court. Judge Brisco should not be a judge, and should not be re-elected.

This judge should never hear another case. He has been bought or something very strange is happening -- even the court staff don't understand it, nor have they seen anything like this before. If you need to go before this bench, delay, delay, delay until he goes back to wherever he came from.
