Solano county court is one of the worst courts in California, its extremely difficult for a plaintiff to prevail in a civil suit in general but its even more so in Solano County court due to so many of its judges being inept or uncaring or both. Judge Kays is different, he really is a fair and thoughtful judge and really does read your briefs, compared with other judges in Solano County, you have a good chance of having your side's story heard, he makes thoughtful decisions based on logic unlike many other judges who already have formed an opinion before even reading your briefs. The only thing is that this court should have more judges like Judge Kays.

Judge Kayys is a pearl. He wants to get it right. He works to be fair. Sometimes, he lets his emotions get the best of him - but then he backs off and follow the law. Judge Kays is a gift to Solano County - he should be an appellate judge.

Solid judge who will read your papers and the cases. Strong hand in the courtroom. Strikes the right balance of allowing people to speak when they need to be heard, but controlling the courtoorm and shutting people up when it's time. Bright and insutrious, good draw for either side.
