Judge Hicks is hardworking, conscientious and very, very smart. He has a broad backround in civil litigation. I have represented plaintiffs and defendants before him and have found him fair to both sides. Several years ago I tried three week wrongful death jury trial in his court. Although the jury ruled against my client, I felt that Judge Hicks did an excellent job of presiding over the trial. In general I have found his rulings on civil motions and evidentiary matters to be well considered.

Judge Hicks completely ignored documented evidence that the petitioner had resources to pay his filing fees and had lied on his fee waiver application. He further ignored an open arrest warrant issued by the Fresno Superior Court and allowed the petitioner to leave his courtroom.

Even when he sees that he has erred, his obtusely maintains his original position. Definitely prejudiced against selected party for his own unknown reasons.

In civil cases Judge Hicks ignores established precedent and is pro-plaintiff in cases relating to employment discrimination, sexual harassment and wrongful discharge. He has a propensity ignore facts favorable to employers and is loath to grant summary judgment. Even when he sees that he has erred, his obtusely maintains his original position. He also works hard to find procedural deficiencies in order to avoid ruling against plaintiffs.

Judge Hicks is a very smart, hard working judge. With 30 years of civil experience before joining the bench he is a very good trial judge.
