Di Toro admitted in court she was friends with Judgment Debtor's sister who holds a high Washington, D.C. government position. Mirabile dictu, we could never get the Judgment Debtor's financial information or get his wages garnished. Di Toro refused to award attorney's fees and costs despite precedent.And despite Judgement Debtor's history of refusing to cooperate and pay, forcing client to repeatedly return to court.

Debtor often bragged that he had a friend in court

When we tried garnishing his wages in another jurisdiction, that court returned $,000 of the $4,000 it had collected back to the Debtor but never given to my client.

Hate her she took my kids away and gave them to my abuser and his mother... Thank god i had a different judge and got my kids back and moved far away from them. Now we are happy and free

Exceptional Judge. You could not tell that this Judge has been on the bench for only a few years, because she conducts herself in a seasoned, demure, and thoughtful manner. When Judges are being nominated for appointment, they probably put on their best faces. So you really do not know how they are going to approach their duties as Judges once they are appointed to the bench. Some Judges, once appointed, start suffering from what lawyers call "robitis", a condition whose symptoms include arrogance, impatience, and a condescending attitude towards litigants and attorneys. And these symptoms usually mask lack of judicial ability and understanding.

Judge DiToro does not suffer from the above condition. This woman is freakin' smart. But she is humble. She brings a respectful attitude to the bench, and that humble, firm, and respectful attitude often lowers the friction between litigants, and helps to set the stage for parties to think about their issues more reasonably. When the parties think more reasonably, you get better outcomes, whether they be by settling their cases, or where the Judge has to decide the matter.

Judge DiToro is an asset to the Bench of the Superior Court of the District of Columbia.

I was outside Judge DiToro's courtroom a week or so ago, waiting for my client's case to be called. I saw a litigant leave her courtroom with his attorney. It appeared from their conversation that the Judge had ruled against him. I heard the litigant say to his attorney who advised his client to file a motion to ask the Judge to reconsider her ruling, "No, leave it alone. At least she was fair about it." Wow! What a compliment to a Judge.

I have appeared before Judge DiToro on several matters. I have had trials and other contested hearings before her. She has ruled both in my client's favor in several matters, and against my client in others. I have argued cases before at least 32 of the active Judges in Superior Court, a number of Senior Judges, and have argued before at least 6 of the currently sitting Court of Appeals' Judges. The point is that I have a good grasp of how Judges approach their tasks as jurists. In my opinion, Judge DiToro is exceptional. I say this for three reasons. First, she brings excellent temperament to the bench. She has a calming and respectful presence in the courtroom. Second, she reads the file in advance of hearings, so she comes prepared to decide matters, and often suggests to litigants and attorneys alternative ways in which to think about sensible resolutions to cases. Third, she decides cases based on the law, and uses reasonable discretion in construing the law. And more often than not, she endeavors to explain her decisions in ways that are easily understood, by both lawyers and pro se litigants. These qualities, in my opinion, make her an exceptional Judge.
