Judge Roper denied auto access to the public violating Freedom of Information Act "public right to know". Judge Roper refused to uphold the Supreme Court ruling Rule 21. Judge Roper stated that he was denying access to the audio tapes and he was going to place an order where they would never be obtained, overruling Federal laws in a Civil court
