She is absolutely one of the worse hearing officers and is running a racket in Norridge. She was unprofessional and rude. The whole purpose of requesting a hearing is the having an opportunity to state your case to a hearing officer who is unbiased however, that is not the case with hearing officer Kogan. Instead, she takes joy in berating and scolding people who try to state their case. It seems she misses the old glory days of wearing the robe. Someone should look at her case docket. She allowed everyone who is Irish and/or Italian off with a warning and every else got hit with a penalty. She is ridiculous and a disgrace to the bench.

One of, if not the, worst judges in Cook County. If you respectfully argue with her, or push back when she is wrong, she sets out to "punish" the lawyer appearing before her. She is often wrong on the law; worse still, she believes that she has a better understanding of law and procedure than anyone in her courtroom. The only redeeming thing that I can say is that her cases generally move.

Judge Kogan wants to be the lawyer instead of the judge. She needs to let the lawyers do their job and she should do her job and her job only. In her court, one feels she's auditioning to replace Judge Judy. She seems to carry a lot of anger. I heard an attorney in an elevator say, "well I just got my butt-kicking for the month." And another attorney said, "oh, you must have been before Judge Kogan."

Judge Kogan has good command of the law, and cases move through her courtroom expeditiously. She can be a bit rough on counselors; however, I find her to be even-handed in criminal matters.

Kogan seems to not understand the law on which she rules. I don't want to agree that she is emotional or rules based on bias, but she certainly does not rule based on the law. She is often overturned.

Judge Kogan runs a tight ship. Cases move in 2209. At times, though, Kogan should ease up on litigants. If litigants choose to proceed slowly, then the trial court should not sua sponte preclude them from wasting a minute of the court's time on a discovery status every 30 to 60 days. Nor should the trial court feel obliged to address attorneys with obvious and often unwarranted disrespect.

Judge Kogan is one of the worst judges in the Daley Center. She is moody, arbitrary, capricious and shortsighted. Judge Kogan snaps to judge a situation. Her worst trait is that she takes things personally and gets genuinely emotional over garden variety issues. She has a tendency to become vindictive. She does not rule with an even hand.
