Do not appear in before Phelan without an attorney. He will not take you seriously without an attorney. That's probably true of most judges in Johnson County as the BAR association handpicks judges who protect their jobs.

Not a fair judge anymore, and I'm not sure what has happened to him. Presented with tangible evidence of abuse, he denies a protection order and sees nothing wrong with individuals parked outside a home in a parked car.
