He's a crank who stood in the way of real reform in the administration of criminal dockets and law enforcement in baltimore city, when he was administrative judge in charge of criminal matters. what's more, he a slob who needs a shave and a haircut.

Does not want to hear all the facts. Makes poor rulings that get reversed on appeal and cost parties unnecessary expense. Not evenhanded. Poor temperament.

He is very evenhanded in trying to resolve criminal cases by plea. He assumes, however, that no defendant who comes before him could possibly have a fair and reasonable defense. He is flustered by any case that does not result in a quick guilty plea.
