Judge Fletcher-Hill is a racist and a fascist, in my opinion. He pre-judges every case from the perspective of a racist, again IMO based on many cases before him. I believe he always favors the insurance defense side in every case and will twist facts and make up facts in order to rule for the side he has predetermined should win. On discovery issues he requires black plaintiffs to strictly follow the Rules, while excusing violations by White defendants. I even had a case before him where he ruled the Plaintiff had not adequately answered interrogatories because the answers referred to the Plaintiff as "the plaintiff" instead of using his given name. As if the Defendant did not know the Plaintiff's name! He also ruled that experts were named late, even though they were named well before the deadline. He then threw the case out for discovery violations. The genius COSA then affirmed in an unreported opinion, ruling that March comes before February. The COA then said "not in the public interest to grant cert". "Equal justice under law"--right. If you are rich and White. This judge, with Judge White, his colleague in racism, IMO, are prime examples of American structural racism. No justice in Maryland, since Judge Bell retired.

Here is a trial judge who actually denied a Jury Demand, which motions judges had twice previously ruled was a valid and properly pled demand attached to an amended complaint. Judge Hill’s “reasoning” was that a jury would interfere with the “orderly process” as intended by Rule 2-325 to “regulate” such demands.

He then went on to deny all pending discovery motions against the developer defendant who refused to produce documents or fully answer Interrogatories (refused to provide his own full name and the name of an employee of over 10 years who was eye-witness to the subject incident).

He then went on to dismiss and quash subpoenas of 17 of 19 material witnesses who were in court or on their way to testify as to value and extent of damages, claiming that such testimony wasn’t “relevant.” As if that wasn’t enough, after blocking much of the evidence, he refused to even mark for identification the most damning piece of evidence, so as to sabotage plaintiff’s right of appeal.

Here is a judge who conducted trial as a petty tyrant, constantly attempting to intimidate and silence the plaintiff, and even at least twice threatening to send plaintiff to the “lockup” for the most trivial of reasons, such as not showing proper “deference” (e.g. neglecting to precede a judge’s name with “the honorable” when questioned as to a judge’s identity).

The CSA reversed Judge Fletcher-Hill on the Jury Demand issue, but ignored or gave only cursory attention to the other surrounding issues. It has become increasingly clear that problems with Maryland’s judiciary go far deeper than one very unfit judge.

Not that reporting him to CJD will necessarily do any good, but at least it will be on the record. He really needs to be reported to the DOJ, now that the Federal authorities have called upon the public to report instances of official XXXXXXXXXX and misconduct in Baltimore.

You just described Judge Paul F. Harris Jr. perfectly. Always protected by the Commission and the Appellate courts. Unsealed legal docs prove this judicial misconduct beyond a doubt. Good luck.

It would appear that previous comments here were written by the judge himself or one of his clients to cook the ratings, given the way this judge conducts business in his courtroom. Given what is said to be the veto power provided by the publishers of this site to those who receive unfavorable criticism, I am not too surprised that there are no negative comments.

Exceptional judge. Great temperment. Even-handed. Fair. Handles his courtroom well, not with an iron fist, but he's in control and neither party or lawyers rattle him or control in any way. Baltimore certainly needs more judges like him.

Judge Fletcher-Hill is an extremely competent and fair jurist. I had a 2-day jury trial before him and he was a pleasure to be in front of - professional and courteous to all parties and lawyers. Even-handed, no prejudice toward either side. I'd jump at the opportunity to be before him again.
