Threw out the precedent because he didn't feel like following the law. The only ones giving him good ratings are the attorneys looking for a favorable decision in his court. If he was a fair judge, why would that matter?

Finan is the best judge in the State, hands down. I work in Baltimore, but have occasion to try a few cases in Allegany County every year. Just an absolute pleasure to appear before: extremely fair and knowledgeable. Courteous to everyone in his courtroom.
