Proves by way of hard evidence he's unfit to preside over any subject matter, especially Family Law. Three decades of proven misconduct in private practice and as Judge, yet ignored by the Appellate Courts. He's on record for stating, "I have a great record with the Appellate Courts".

There exists submitted complaints from ethical lawyers, litigants, court staffers involving this Judge and his collusion and willful violations of legal precedent, yet the Judicial Oversight Commission tosses behind the painted veil. With indisputable evidence presented by multiple lawyers (both genders), regarding perjurious conduct by numerous false accusing female litigants, he refuses to allow such evidence to be presented in court.

Families have suffered at the hands of this [redacted] Judge. Especially when his favored law firm is involved. The comments posted on this thread over the past few years are of absolute truth with irrefutable evidence to support these claims in the civil case record division. Suspiciously, he continues to preside unlawfully even into retirement.

An extraordinary example confirming that Proven Evil Prevails.

My experience in having Judge Harris in my cases was horrible. Even though I won both my cases that I had before him, I am still having to deal with the trauma. He is decidedly biased towards the traditional view that the woman, especially the mother is always in distress and is the victim. I hope I never have to see him in or out of court again.

Defines and masters the art of manipulation. King of smoke and mirrors. Twists the facts, misleads, brazen dishonesty, avoids taking responsibility, creates false stories, and enjoys withholding credible evidence and case information.

A personal interest only judge. Places personal bias as reasoning for his decisions, not what is just. Very condescending to all parties including respected attorneys. Allows significant perjury in his court. A lawyer's judge if you are employed with his favored Annapolis law firm.

Judge Harris violates the very fibre of an honorable and functional judiciary. He destroys the publics trust of a fair and impartial judiciary. Multiple complaints regarding this judge include improper demeanor, violations of rules and procedure, and outright dishonesty behind the bench are consistently proven by way of evidence, yet ignored.

His rulings breach proper precedent, legal codes, and are an egregious violation of fundamental rights. On record in court transcripts threatening incarceration without due process. Cleverly and proudly invents improper remedies for cases he demonstrates clear and evident bias. Engages in improper ex parte communications and committing misconduct by delving in personal behavior calling his judicial integrity into question.

It appears he is using his judicial position to enhance his private and personal interests. He no doubt defines the old statement: The Robe Magnifies the Conduct!

Judge Harris appears to delight in doing the wrong thing. HIs decisions were fixated on the irrelevant. I think he gets the "big picture" but delights in doing the wrong thing. He is disrespectful of attorneys and being in front of him means you cannot count on being heard. This is among the worst-natured judges I have encountered in terms of temperament.

After careful observation of this Judge many times over, he clearly enjoys subverting our United States Constitution in the presence of witnesses. Holds zero shame in his egregious and erroneous decisions. Exudes his personal bias against specific attorneys and clients, while demonstrating preference for his favored attorneys and their malicious clients. His unlawful decisions reflect this conduct. As well, good families in Maryland have been permanently destroyed due to deep collusion & back-door machinations. Well into retirement, yet continues to operate with abhorrence.

There is zero accountability in Judge Harris's Family Law court. No penalty for perjury. No penalty for filing false reports. No penalty for filing proven fraudulent financials by his favored lawyers representing vexatious female litigants. Creating false evidence to drive a meritless consent order settlement for the sole purpose of enriching themselves. Adult children are being coerced to lie in court for a toxic parent. Brainwashed to the point where they begin adopting the abusive tactics by the toxic parent with her lawyers and project onto the targeted parent.

Of more concern, watching Jude Harris with his favored Lawyers fueling this conflict by inciting vitriol & character assassinations in open court, with children present, against a father they know is innocent by way of legal documents and hard evidence. Not to mention extraordinary and ethical attorneys proving perjurious conduct / testimony by the toxic parent, only to be shunned by Harris.

A 15 billion dollar a year industry primarily driven by unethical, greedy, dishonest litigants and lawyers with the assistance of Judge's like Harris having zero moral compass.

Coercing any child of a family law matter into lying for a parent should warrant incarceration for not only the parent, but any lawyer or judge intentionally participating in this wrongful act.

When Judge Harris disrespects his Judicial Oath by using it as a weapon against innocent litigants and lawyers, he's no longer acting as Judge. Instead, he's acting criminal and should be held accountable.

He picks and chooses which litigant he believes is innocent without reviewing evidence, facts, legal precedent. Regarding witness testimony, don't bother as it renders useless. Enjoys legislating from the bench. His blatant disregard for the rule of law and civil procedure resounds clearly in the record.

Though retired, Judge Harris returns as a sitting judge for what appears as revenge and retaliatory efforts against those who prove his indecent & egregious conduct. On record, Judge Harris “judged” the character of counsel’s litigant based on numerous false statements by two dishonest attorneys representing a known false accuser. He refuses to acknowledge the motives behind these proven falsities.

Instead of reviewing the 2000+ documents encompassing law, evidence, financial statements, personal correspondence, proven perjury, fraud upon the court, disproving every single meritless action by these two attorneys and their client, Harris ruled based on false testimony, financial fraud, obfuscation, false evidence and perjurious conduct.

By its very nature, and known to all who practice ethically and stand before him, there exists no truth or justice in his courtroom. No ethics or equality. When dishonest lawyers and litigants get away with crimes due to their gender or wealth and connections, all fairness fails.

Further, holding a two decade grudge against one very well-respected & ethical attorney shows juvenile character. Praises to the one attorney who stood against the backdoor machinations and identified collusion from this judge and his preferred attorneys. Unfortunately, she faced backlash for her courageous efforts in identifying this misconduct within the Brethren.

This is what Judge Harris allows in his court:

"Fraud, dishonesty, bad faith, extortion and bribery from a special category of causes of nullity, which transcends all others. Fraud unravels everything...once it is proved, it vitiates judgments, contracts and all transactions whatsoever..."

The indisputable evidence is docketed and available for viewing in recent Family Law cases he presides. Though proven time and time again, this judicial and attorney misconduct continues. Lawyer Abuse from one single law firm recognized for fraudulent misstatements, false evidence, abuse of process, and fraud upon the court is how they practice law.

This judge either does not know the law or doesn't care about it. Even if your opposing side does not show up he acts on there behalf. He asked to prove what the law was when it is more common knowledge. I learned he retired and is a sitting judge now. It is even harder to understand how the Court of Appeals can appoint him or the chief judge there can let him sit after reading what the Court of Special Appeals said about him along with a great deal of others as well as attorneys. I first thought he had Alzheimer's but after reading several years of complaints, he needs to be sitting on a park bench. I am shocked people have not filed complaints with Judicial Disabilities Commission. I know I will once I get a little time. But it will happen. What they do is another thing.

Judges are critical observers in attorney legal ethics and professionalism. When attorney misconduct surfaces in the courtroom, a Judge's ethical obligation is to address this misconduct accordingly. After all, Judges are held to a higher standard of integrity and ethical conduct than lawyers.

A fair and necessary question for Judge Harris: Doesn’t the core duty of our Judiciary involve administrative, disciplinary and adjudicative responsibilities? More compelling, the attorney misconduct witnessed and documented from your favored law firm has had an adverse affect on every proceeding. Adverse affects destroying innocent litigants and their families. For this reason, the independence and integrity of our judiciary is in peril. Not only does Judge Harris allow this misconduct from members of his favored law firm, he embraces and engages this unethical apparatus of misconduct. Clear and convincing evidence of improper ex-parte communications submitted by venerable attorneys, evidence of judicial and attorney violations leading to predetermined and unjust rulings are recorded but ignored by all higher courts.

An attorney's ethical violations undeniably impugns the integrity of our legal system. Conversely, and worse, is a judge who brazenly exhibits and fuels this misconduct by HBD for beneficial purposes. Lastly, shame on the litigants who intentionally retain this law firm for malicious and vexatious goals. Judge Harris is an example of poor temperament and judgeship failures. Lacked knowledge on basic civil procedure and displayed a severe egotistical demeanor. Judge Harris is down to earth and no-nonsense. He doesn't let people play games in his courtroom, and he doesn't play games, either. He is judicious and fair -- an excellent Judge and man.

This judge has breached his duty to the public by failing to exhibit the highest standards of honesty and integrity . Putting forth such inconsistency with truth and honor are common practice in his court. He fails to uphold his duties as jurist. Your threats, bullying tactics and case admissions during in-chamber discussions and in court will return to haunt you. Rightly, the higher court agrees by not affirming his erroneous and unjust rulings. Justice does "prevail".

Very fair and knowledgeable Judge. I had the pleasure of watching one of Judge Harris's cases and I was very impressed. The negative comments on Judge Harris are clearly from the party that did not prevail. Judge Harris keeps control of his courtroom and expects the parties to follow court orders. Most importantly, Judge Harris does not like or will he tolerate when a parent plays games with children.

Consistently rules with favoritism using a post hoc mentality. Often gravitates and focuses more towards an arranged end result instead of rule of law & procedure. Rather than concluding resolution wrought by impartial reviewing of facts, evidence and law, an orchestrated effort to not honor civil procedure as directed by law reveals perpetrated injustice. Does not honor binding precedent and rewards female litigants who use children as weapons in domestic cases. In fact, and on the basis of his quoted statements in a recent transcript, he demonstrates his willful aiding and abetting in severe parental alienation. Some of his rulings are capricious and meritless. It's obvious he doesn't prepare for hearings and admits his lack of knowledge on case background at the commencement of certain hearings. Stubborness in refusing to listen when counsel speaks and proceeds forward without oral arguments from both sides. Interrupts cross for disfavored side while allowing full allotted time without interruption for favored side during questioning of witnesses. Unable to speak for all cases but irrefutable evidence along with a court transcript will easily confirm MD4599 to be untrue in a specific case.

Maintaining impartiality and fairness is expected in all cases, not just a select few. A proper decorum is critical. The transcript referenced above will confirm that this judge allowed two specific attorneys and their client (males and females) to "put children" in the midst of a case.

In the midst of a case where the children should have remained uninvolved but disturbingly, encouraged to testify by opposing counsel and client against an innocent parent without legal basis.

Conduct allowed by this Judge in which he ruled in favor of the parent who frivolously involved children. The evidence stands firm in this case that this judge supported the use of children to be used as weapons. Additionally, most judges frown upon the frivolous use of children in divorce cases.

Interesting comments over the past few months here. Honestly, a high percentage would be accurate. The primary gravity of concern is his improper and unlawful decisions. Adversarial parties enter the courtroom expecting a fair and impartial bench. Etiquette, and proper authority should be applied and obeyed. Adhering to rules of law commands public respect. When improper authority and disrespect for rules of law are violated, images of professionalism, dignity, and impartiality are quashed in the publics' mind. From my observations thus far, his lack of etiquette, anti-professionalism, and unlawful rulings undermine the dignity and honor for certain proceedings. If officers of the court as well as the bench choose to demonstrate disrespect for litigants, attorneys, judiciary, and the system, then expect the public to return the same in a boomerang fashion. Procedural fairness should be standard across the board. Regarding this judge, he chooses to operate unfairly depending on his personal view regardless of law and irrefutable evidence. He chooses to predetermine cases as evident in his own words and actions. If overall fairness was the case in the judicial process with respect, then we would see the administration of justice operate in a different light. It is elementary, in that, if Harris would simply abide by the rules of law and procedures in the most basic clear cut cases, both parties to the case would benefit from a fair and impartial tribunal and outcome. If you choose to pick and choose which cases you feel to be impartial based on your mood, then you have failed in the position you were sworn in to uphold.

With over 2 decades litigating here in Maryland, I would respectfully submit that Judge Harris, though maintaining the appearances of judicial even-handedness, fairness and equity, repeatedly and consistently fails to uphold those very fundamental core values that we, as Officers of the Court, and the general public, not only require but should demand. In a word, he is biased, and in several words, pre determines cases not in the interests of judicial economy or equity, but for some unknown and likely personally beneficial purposes.

Of concern here is the lack of respect and compliance with the law. Maintaining professional competence is a requirement while remaining true and faithful to the law. It is now officially on record that a litigant was denied their right to be heard according to law. While errors of law may not constitute misconduct, willful legal errors of law should raise the necessity for disciplinary action where legal errors transformed into judicial misconduct. When legal principles are clear, irrefutable evidence is presented, and with attorneys and clients on record confirming certain statutes are applicable and deemed necessary, a judge should respectfully and appropriately review. When a judge believes his authority towards clients and their attorneys can be used to coerce and drive a case into a preferred but (unfair) outcome, the unbridled question in disregarding requirements of law and constitutional rights of citizens should elevate a beaming red flag. Thus, when a judge rules improperly and unfairly in the clear face of evidence and applicable law, [his] judicial authority becomes unacceptable.

The long standing record and memorialized words from this judge speaks soundly. All judges shall be fair and impartial in any given case regardless of a personal bias they may have against litigants and their attorneys. The comments on here are unfair. Judge Harris is one of the few on the bench who is straightforward as to his opinions and cuts through the diplomacy to be honest to the litigants about their case and their behavior. Unfortunately for him, this leads to people going onto this website and giving him unfavorable reviews simply because they didn't want to hear what it is he is saying. I have had him come down hard on both my male and female clients. Quite frankly, most of the time my client deserved it.

"intellectual dishonesty" as stated previously here nails it precisely when describing this judge. He deliberately misrepresents the material facts on which a case centers. The facts in determining applicable law. When this occurs, one has no hope in winning a strong case if one faces a judge with this mindset. A mindset of altering those facts so the applicable law no longer applies in a given case. I've entered the court many times only to experience this conduct which results in an unfair and improper outcome for litigants.

In truth, the omission and mischaracterization of facts for a preferred outcome is abundant in some of his cases. Clear errors confirming misconduct. Evident he favors the Hillman firm. Simply put, he is without merit or ethics. Disregards clear and controlling law. Condescending statements towards litigants and attorneys. A superb representative of intellectual dishonesty. And that is just the beginning. Painly speaking, an embarrassment to the legal forum. Predictable conduct and rulings each and every time. His own memorialized words and signature(s) on every order (that he has denied in open court proceedings exist in the documented record) further cements absence of impartial outcomes.

By all means, continue with this moronic trail of unlawful conduct as it results in beneficial present and future press releases from those interested in airing.

This is a very dangerous game being played by this individual and those colluding with. The more it continues with documented evidence, the more critical intervention is needed. Violating the Constitutional rights of citizens is a serious matter, and not to be ignored.

Don't take our word for it, conduct your own investigative research and be present as a court watcher for various hearings. From this, draw your own conclusions based on informed decisions from the factual background in recent cases involving court filings, transcript and audio cd formats available in administrative case records.

Undeniably, there is a serious problem with specific members of the judiciary in this circuit court. A problem needing immediate attention.

Quite unfortunate as there are respected and honorable members of the judiciary in our jurisdiction who should not be subjected to this conduct either.

In my professional opinion and after observation, clearly this judge should not be operating or determining in the best interest of mothers, fathers or children. He also struggles in comprehending complex legal principles of law and the necessity in applying such law in his cases. As a result, improper and unlawful rulings surface. Most definitely should not preside over contract or custody cases.

Does anyone know why the last two posts were removed? Valuable and factual information was provided in those comments about Samuel J. Brown and Judge Harris. Would this have anything to do with the fact Brown wants to quash any and all information regarding his conduct as to not lose a future seat as candidate for House Delegate? Countless Anne Arundel County citizens are enraged at this news along with a few local counselors. Quite clear why favoritism for the Brown firm from Harris exists as the record for multiple cases will confirm. Keep a close watch on hearings where Attorney Marietta (Tippy) Warren is involved. Judge Harris by conduct alone and rulings confirms his remarkable favoritism for Warren and her clients regardless of evidence confirming her clients bad faith, direct lying to the tribunal and baseless litigation. But then again, this attorney is also a member of the Hillman, Brown and Darrow firm, so the above goes without saying.

The audacity yet again to gloat and broadcast that you have an exceptional record with the Appellate court when you continue disrespecting the very opinions from the Appellate court. Either you suffer from a mental condition, consciously choose to ignore, or are proud of gross negligence. May I suggest you revert back to case law review, Blacks Law Dictionary, and reading the motions filed before each case instead of having the law recited to you? Only to have required law in multiple cases quashed like a fly swatter. Do the citizens a favor and remove yourself from the bench or start practicing. You are not worth your salt and by far, a detrimental component to the Anne Arundel Circuit Court panel.

Paul F. Harris Jr. is synonymous with all that is prejudicial. He further cements the reason our public policy continues to spiral in the legal forum. Harris could not have been more correct in his speech years ago in front of more than two hundred present when he publicly announced that he knew members in the audience were unhappy with him being elected as judge in our jurisdiction. It stood true then, and stands true today. His general ability to handle pre trial matters and as a trial judge from a scale of 1-10? Answer> -10. A pure shame I am required to walk the same halls as Harris.

Annapolis Maryland is fortunate to have some of the most well respected, fair, ethical, and cerebral judges, primarily at the Appellate level. Unfortunately, Judge Harris is not, in any way among this group. As a student and observer of oral arguments in COSA, the Maryland Court of Appeals and the Anne Arundel Circuit Court, it befuddles me to witness the polar opposite in conduct from Harris and the Appeals court judiciary. A common theme in observing Harris is his unwillingness to apply applicable law when recited to him by seasoned attorneys. Interestingly, Harris stated in one hearing I observed, "I have a good record in the Appellate court". Perhaps this is true, but the question remains, why would a judge feel it necessary to state this more than once? Judge Harris from my observations thus far is operating as the antithesis of the Appellate Judiciary. A relief to know that higher courts are in existence.

This in conjunction with a local Annapolis firm. Referencing the very limited positive comments here regarding the conduct of this particular Judge, any reasonable observer, litigant, court staff, criminal defense lawyer, prosecutor, first year law student, & reporter, present as a court watcher during any proceedings this judge presides, would swiftly ascertain his complete disregard for applicable law and evidence before the court. Historical record extracts and civil case records for numerous cases will confirm this thematic occurrence. My client was emotional on the stand and he verbally recognized how difficult the situation was for her to come into court. In observing Judge Paul Harris in trial court, primarily for Family Law Cases, his conduct from the beginning resonates embarrassment to the citizens in Anne Arundel County. Recently, he argued a case without allowing the Defendant's testimony. A case that was to be dismissed when trial commenced. He forced the Defendant to settle with prejudice and exercised extreme favoritism toward Opposing Counsel, Samuel J. Brown. J. Harris demonstrates a consistent theme of favoring the Hillman, Brown, & Darrow firm, but primarily Sam Brown. J. Harris is also on record for not applying MD statutes & illustrates by brazen comments that he won't follow the law if presented with the law by Counsel during trial. Further, facing the unpredictability of a Judge's behavior of not allowing opening arguments to be heard, interrupting cross examination and not allowing the full scope of cross for various Counsels, except Samuel J. Brown. Over the years, enough case information has been collected confirming J. Harris's favoritism toward Sam Brown as well as extending that favoritism toward the Brown firm. This doesn't even scratch the surface of the corruption that looms our citizens in the Circuit Court of Anne Arundel County. Both Harris & Brown have proven that the law is not viewed or applied in which it was intended. That under J. Harris's control, case law, credible evidence, and testimony is not allowed in various cases. That further, Harris & Brown may "barely" observe the law, but play fast and loose with the law while violating its spirit with the greatest of ease. Ladies and Gentlemen, there is a reason that Sam Brown is one of the wealthiest Attorney's in Annapolis, MD, but not generated from honesty or ethical conduct. Instead, Brown and Harris continue their quest of destroying Women, Men, Children, and extended family members via use of abusing the law as set forth. That their continuous operating in bad faith, unethical tactics, and misconduct will be exposed. The continuous machinations, backdoor maneuvers and absence of fairness for both parties in the trial court under the thumb of J. Harris will be known. This is for the protection of innocent citizens and ethical Counsels having to face the corruption under Judge Harris. J. Harris is also on record for not preparing beforehand in cases assigned and entering into delicate cases that conclude poorly under his rulings. It is time to hold J. This judge is extremely abusive, narcissistic, and biased -- his mind was made up before the emergency child protective trial even began. He put the child back in the abusive household. The mother was threatened to be killed (along with everyone in the home) by her ex, who hid in the trunk of her car to get to her. She filed a restraining order for herself, not for her child. Judge Harris stated at the end of the trial that, if this had come into his courtroom in the beginning, he would have returned the child to the mother -- thereby putting her back in a situation that could have gotten her killed. He did not care if she lived or died! This man should be disbarred!

A very biased judge. Every family lawyer in Annapolis will tell you. If you're male, he will rule in your favor. More than one decision of his has been overturned in front of a three-judge panel. Just this morning he heard a contempt case and protective order (for a 7-year-old child) case (forwarded from District Court) in which he would not hear any evidence. The person (male) which he ruled for has been indicated of neglect by DSS and he would not even read the report. This judge rules based on his mood, not the facts of the case.

Despite dealing with a very hostile mother whose own family and children demonstrated that she was verbally and mentally abusive towards her children and hostile towards all the positive adults in their lives. It's disgruntled litigants that are the cause of all the negative comments about Judge Harris. I was a witness in a case recently before Judge Harris and found him to be tough but fair. I think he even stopped a few times to give opposing counsel to decide whether or not they were going to object and they chose not too and he even questioned why.

I spent a lot of time reviewing a case recently and was impressed with the equality he gave both the defendant and the plaintiff a lot of opportunities. It's a sad situation when a mother tries to throw her teenage sons under the bus and make up lies. Judge Harris found her to not be credible and saw through her lies. I believe she lost her case all by herself. It's people like this that give the judge's bad reviews because they are incapable of seeing their own wrong doing. The funny thing is she would have lost a lot less had she settled out of court. I thought that the judge gave the mother way to much opportunity to slander and purposely say things to tarnish her son's reputation as well as the witnesses in the case.

The point is this, you take a chance by allowing yourself to wind up in court rather then learning how to play with the toys in the sandbox with others and co parent. A parent who chooses to leave their marriage and doesn't think of anyone other then themselves and doesn't think of implications of their actions on the children are the same ones that would be trashing the judge.

It is my opinion that Judge Harris does not have the best interest for the children when it comes to custody cases. If a child is old enough to testify then that child should be able to testify. He didn't get all the facts. He gave a child who has anxiety when she is with her father to her father. This is not my child I am talking about nor a family members. Judge Harris is the most biased judge on the bench in Anne Arundel County. He formulates his opinion prior to hearing any testimony, In a child custody case in which Judge Harris is hearing the case, It is highly recommend that the children have a lawyer represent them independantly. Judge Harris sways towards MEN and does not take the best interest of the child into consideration. If you are unlucky enough to have your case heard by Judge Harris, run to the court house and demand to have Harris removed from hearing your case. Judge Harris should be removed from the bench.

There will always be an angry party after a trial before Judge Harris. THE LOSER? Judge Harris deserves a better description than what has been posted. First, he was elected by the people of Anne Arundel County! Judge Harris is completely free of any corruption and wasn’t appointed by a corrupted judicial appointing system. Prior to the bench, Judge Harris was in practice for 30+ years as a trial attorney. While in practice, Judge Harris was primarily a criminal defense attorney, yet, he has the reputation for being tough on crime. Clearly he had the best interest of his clients while in practice, and now his interest is devoted to public safety. However, Judge Harris sticks to the rule of law and ensures that criminal defendants receive a fair trial. All of the Court employees enjoy working with Judge Harris (keep in mind most clerks are female). Judge Harris treats everyone with respect and shows the little guy a fair shake. Not once have I seen Judge Harris speak down to anyone or treat them differently because they are from a specific area of the county. Furthermore, Judge Harris has presided over several weddings for employees of the Court, all on his free time. In contested divorce/custody cases Judge Harris doesn’t walk onto the bench with a preconceived notion the wife should receive custody. Judge Harris will determine all the factors set forth by law and the issues raised by counsel. He doesn’t want to hear, “...but, Johnny doesn’t want to go with his father/mother...Johnny is scared of his father/mother...” Judge Harris would respond with, “Johnny is six. Johnny doesn’t know what he wants or what is best for him.” Judge Harris is famous for making comments from the bench. These comments, however, are within the scope of the case at hand. Judge Harris doesn’t randomly make personal comments to reflect his views, rather he is responding to the cases before him. Unlike most Anne Arundel County Judges, Harris requires proper etiquette. For example, always stand when addressing the Court, never wear a bow tie, turn off your cell phone, no gum, no shorts, and show the opposing party proper courtroom respect. Judge Harris is married with three sons. One of his boys is currently serving our country overseas with special forces and has been deployed five times to date. To say Judge Harris is “corrupt, bias, misogynistic, and dishonest” is completely inaccurate to say the least. All hot air from heated litigants that lost their case. Judge Harris pledges his allegiance to the country, county, and citizens on a daily basis. Please, see for yourself!

Since many commentators have suggested this judge has a strong gender bias I will start by saying I am a female attorney and do not get any negative bias at all appearing before Judge Harris.

His conduct towards counsel (both male and female) seems generally appropriate and evenhanded, though he will express his ire with counsel disrespect or game playing and once a witness or counsel has lost credibility they will have a hard time gaining it back. I don't see that as a negative though perhaps a certain type of litigant / attorney would feel constrained by this judge.

Anne Arundel County Circuit Judge Paul Harris, in a decision that has victims' rights advocates crying foul, acquitted the man charged with second-degree assault after he was accused of striking his girlfriend three times in the face. The judge said that without the woman's testimony, he could not be sure that she hadn't consented to the attack. Unfortunately for rape and domestic violence victims nationwide, this judge is not an anomaly. And his conduct throughout--the wildly inappropriate comments, the specific directions to the jury that they must prove "the defendant's actions were not consented to by the victim"--strongly suggest a few disturbing notions. That Judge Harris is a deeply misogynistic creature, for one. That Judge Harris is behaving, and ruling, unethically and even unconstitutionally, for two and three.

If your looking to protect an elderly father from a conning daughter who has elected to sacrifice the original family for her selfish goals and you seek the Anne Arundel County Court system to help, pray that you don't get Paul F. Harris as the judge deciding the outcome. Paul Harris truly does ignore evidence, fails to see his Order get completed and dismissed our case without evidence being presented. He obviously didn't read the Petition for the Appointment of a Guardian or the Memorandum in Opposition submitted by us. He sided with the conning daughter whose behavior is astounding, unethical, and immoral to other family members. It's a shame that they use the word Honorable before a judges name. All we have been asking for since the conning daughter began taking advantage of our father is for our side to get heard. Paul Harris denied us of that by dismissing the case on 1 March for apparently no reason. We are still waiting to hear why since we have yet to see the order dismissing the case. So like I said, if your looking to protect an elderly father from a conning daughter don't do it in Anne Arundel County. You may get Paul F. Harris.

This judge did not take into consideration anything the childs councelor said. He wasn't looking out for the best interests of the children. This judge favors men. Yes, I said it. He did not look into any of the prior abuse records, he did not allow anyone to check on the living conditions, he did not allow supervised visitation even though the father has a well documented history of abuse that goes back almost 15 years AND that the child said he wanted (remember it doesn't matter what the child wants) someone there when visiting (umm, maybe so he could feel safe!?). The backing and the evidence that is so missing for Commentor MD821 is that his lawyer said that the agreement the mother was proposing is reasonable and that she wouldn't even try the case UNLESS she got Harris as the judge. If something happens to this child, or any other that the "Hon" Paul F. Harris put back into an abusive situation he will have their blood on his hands.

No judge deserves a 10...no one is perfect. However, this judge is humanly fair. The negative comments by some reviewers can't be taken seriously, they protest too much, simple words without backing or evidence. One complained of bias towards Glen Burnie lawyers while another complained of bias towards Annapolis firms. Tells me the opposite, Judge Harris lacks bias.
Judge Harris' concern for children is impressive, he goes above and beyond for their well being. Parents, don't use your children to get back at your spouse in Harris' courtroom.

Lazy,mean and always ill prepared is a bad combination, which makes for a very bad judge. The only good thing is that he leaves everyday at 2 o'clock. That way he's not screwing up cases in the afternoon as well. Overall, a total disaster.

Judge Harris is an embarrasment to the bench. He is biased and makes up his mind before the trial and ignores the evidence presented. it is not a suprise alot of his cases are appealed and reveresed. Harris has no business being apart of Maryland's judicial system. When his term is up I only hope he will face the same fate as some of the victims he has victimized. For anyone to say he is fair, grab a book on Maryland Law and do some research. The man is a joke and should never have been put on the bench. This is coming froma party that won on appeal of one of Harris' cases.
