This judge is without question the most obnoxious individual I have dealt with in over 30 years. He does not listen, has an agenda prior to entering the courtroom, and treats those who have the unfortunate luck to appear before him with no respect. I was also disgusted upon entering his chambers, to see him walking around with no shoes on and had some question with regard to his relationship with his support staff.

He came to Montgomery County court and acted as if he never left PG. He is not smart but doesn't seem to know it. And he can be mean to people in his courtroom. He would have been wise to stay in PG

This is the worst judge that I was ever before. He expects attorneys, including ones just barely out of law school, and pro se parties to have a nuanced, complex understanding of the law. He is arrogant, disrespectful, and temperamental. Without either a background in domestic violence or an understanding of the female mind, he comes off as sexist. It is little surprise that he screwed up the Amy Castillo case, and he was also disrespectful, arrogant, and temperamental towards her. He needs to understand that not everyone is going to act like he does in difficult situations -- particularly laymen.

He is a very fair judge. I know he might have mishandled the Amy Castillo case, but I found him to be very fair and knowledgeable on the important issues. He does not appear to take sides, which is what you want in a judge.

Odd that his mishandling of the Amy Castillo case and the deaths of her 3 children due to his order. Or the case where he Defended a Military Officer from the hometown from Military Prosecution have been removed from these comments.

Judge Dugan is the kind of judge that I wish we had more of in this country. Simply put, he is no non-sense. Has a great ability to sort thru the truth and the lies, and like other people have noted previously, he has no problem calling a liar out on the carpet. If you want fairness and justice, hope you get in front of him.

When he is tired any good thing that "could" be said about him goes out the door. Blunt, not tolerating liars, and or ill-prepared attorneys, is nothing against his general mistreatment of Pro Se appearances. No patience at best, and unkind and dismissive at worst makes for a bad day for any Pro Se defendant. A practician of bad and mis-appllied law when he is tired is a hallmark of this judge. Would say more, but I may have to come his away again.

Judge Dugan is no-nonsense. He is sufficiently versed in family law, and has no qualms about being blunt with litigants, especially those who are less than truthful. Don't put a liar on the stand in his courtroom. If appropriate, generous with counsel fees awards and sanctions.

Dugan has made some mistakes- but I believe its because of lack of education of domestic violence. He plays fair and calls it like he see's it. He may be harsh- but dont ever tell a lie because he will chastise the hell out of you if you do. A little education in DV and he'd be one of the guys at the top of the list.

Good judge who is willing to work and learn from counsel in areas where he has no experience. Very fair and does not put up with lack of preparation by counsel.
