This review is based on Judge Watts as an appellate judge. (the rating criterion needs to be updated to include categories relevant to appellate judges.) I find that Judge Watts is in way over her head on the appellate court, especially in criminal matters. It is patently obvious that she (along with most judges on the Court of Special Appeals) will bend over backwards to affirm convictions -- no matter how poorly reasoned. She is intellectually dishonest to a fault, all in the name of affirming a conviction. I have never had a good experience arguing before her and I have argued before her often.
