Judge Sampson seemed fair. He gives all parties opportunity to argue their positions and rightfully requests legal authority to support arguments before ruling; and will take a recess to review the law. Good civil trial experience. He also had extensive voir dire in jury trial.

Upon entering the courtroom starts off with a pleasantries when announcing procedures for appeal, etc., then makes clear that his job in parking ticket court is essentially to find everyone guilty unless they have a slam-dunk defense (e.g. ticket despite visible handicapped placard properly placed on r.v. mirror).
Has the annoying habit of asking a question and when defendant starts to answer, he abruptly cuts them off by talking over them, as if he wants to hear no defense for the record. Even threatened to hold one defendant in contempt if he didn't immediately stop his answer when judge started to talk. Conducts his courtroom as a petty tyrant drunk on the power of the bench. Can't seem to understand that the job of a judge is to weigh the facts and apply the law. Seems to think that the job of a judge is little more than a servant toll collector for the state. Gets extremely perturbed when defendants point out that they had requested a ticket officer present for trial but none showed up. At best he will grant continuance for officer. In one case he actually started to swear in defendant, before defendant again reminded him that he had requested officer presence. Only then did Judge Sampson grant continuance, albeit reluctantly.
In defense of the judge, he did show flexibility in reducing the fine in some cases.

Judge Sampson does a great job moving things along and has a good temperament. His is serious, but fair. However, he has no patience for those, especially pro-se litigants, who attempt to evade his questioning, beat around the bush, or outright ignore his instructions/rulings. If you are straight forward, try your best, and give him what he wants, you should have no problems.
