~This judge was great in two civil litigation involving contracts. He took serious time in evaluating the case and he ruled correctly. However, in a landlord/tenant case he did something that should have destroyed his career. He allowed a non-registered landlord to evict tenants of her house that she knew was falling apart. The landlord moved to a newly built house in the Carolinas and failed to make efforts to repair extremely hazardous damage to her house in Brick, NJ. His ruling was completely unfair and left a family struggling. He allowed the "lock out" to happen while one of the tenants was in surgery. They came home from hospital with notice on the door and dogs locked inside. This was a display of complete incompetence on the judges part. Then we heard of his own cases of not wanting to pay his own child support and trying to use his judge status to bully staff. Terrible way to end your career and then leave this earth. True disappointment. He definitely lost his true thunder for the law.

Today, I got an email notification re this judge that a rating had been posted. Funny thing is that I rated him after he presided over my case in 2018. But my rating is not here. (I recall having an issue with the rating not appearing...) Anyway, Palmer was a disaster. Clearly biased. So bad that his courtroom staff's faces couldn't hide their disapproval of him. [Redacted by Editor] He caused me a lot of anguish including an appeal of his decision. So much time & money expended for his incompetence.

I personally witnessed him dismiss all evidence and admit personal bias with actions apparent to fine against a defendant.
