Possibly the best justice I have appeared before in almost 30 years of practice. A genuine human being who cares about the litigants appearing before him and is incredibly respectful and patient with counsel. And despite his emphasis on the human aspect of litigation, never underestimate this justice's intellectual horsepower. The negative review by NY 4892 is obviously from a disgruntled attorney. The charge Justice Shulman is "pro-landlord", is belied by his numerous pro-tenant AT1 opinions.

One of the best judges I have appeared before in over 35 years of trial practice. Thoughtful, even-handed, diligent and possessing an excellent judicial temperament. A terrific trial judge.

This is my opinion: this judge is a "wolf in sheep's clothing" -- an alleged "Democrat" who shares few, if any, Democratic ideals and appears to have simply registered Democrat to get elected. When sitting in the Appellate Term, this judge is a menace to tenants in landlord and tenant matters -- he is biased to the core. He is condescending and rude behind the bench, and gets frustrated when he gets caught using silly hypothetical arguments that don't work out for him. He is very smart, but he is also intellectually dishonest. If you're a landlord, you'll love this judge, because he will bend over backwards to get you your rent, even if the law forbids it. For example, if you're missing a Certificate of Occupancy, don't worry, this judge will make exceptions for you. Lately he's taken to denying stay applications for tenants who are appealing as of right from the first determination against them, so they can get evicted while their appeal is pending -- so that even if they win their appeal, they've already lost their homes. Just disgraceful.

One of the finest judges on the bench. Very patient, listens carefully, has a sound understanding of the law. Respectful and courteous to attorneys. Reads briefs, and may even do his own research if you've missed something. Very reasoned opinions, does not shoot from the hip. Pleasure to appear before him.

He is fair to a fault and very very reasonable. He seems to be more pragmatic than dogmatic. He does go on though, so be prepared for a long session.

If Justice Shulman has a weakness, it is that he wants to be fair to a fault, seeking stipulations between the parties on trial rulings rather than ruling and letting the chips fall where they may in the event of an appeal. Otherwise, he is flexible in scheduling, allows counsel to try their cases and treats attorneys with respect.
