I have a busy foreclosure practice and have been appearing before Judge Partnow for several years now. In my opinion, this is the best Foreclosure Part amongst the various Courts.
The Judge and his staff are simply the best.

While the Judge himself can be tough, he is always fair and willing to use his equitable powers when the situation calls for it. His Law Clerks are (and always have been through the years) bright, professional, and with good demeanors. His Part Clerk is extremely helpful and does an excellent job of handling the high-volume calendar of foreclosure matters. They realize we are all there to do our jobs and don't stand on ceremony like other foreclosure Parts and always treat you like a human being.

I simply cannot say enough good things about the Judge and his Part. It's simply a pleasure to practice before them.

The Judge is truly a creature of the old boys Brooklyn political machine. Overwhelmingly plaintiff's oriented, just wants to get it over with and doesn't care about the merits. Announces at the end of a trial day that the parties will close the following day and he'll charge, no warning. He doesn't know value and will always say that the jury could award a million dollars plus. He's not someone to be eager to try a case in front on.

Tried both ends of a bifurcated trial to verdict, with very good opponents. Nice people as well.
The judge was I felt, biased in favor of the plaintiff, but not enough to hurt. He doesn't have much grey in his rulings, but he does know his evidence. Gave us 15 minutes to prepare for damage summations, without prior warning. The trial went quickly, and he is very strict on schedule.On the whole, he is truly a "judge", and knows his stuff.

Judge Partnow have serious liberal inclinations with little disregard for the rights of the elderly and the rights of ownership towards fraud cases where Elderly home owners are victims of crimes.

Handles the foreclosure calendar. Makes no attempt to hide the fact that his law clerks handle oral argument and decide all motions. Once they decide, they go back into chambers to see the Judge and come back in to proclaim the decision - this without ever reading the memorandum of law and with only skimming affidavits. The Judge clearly wants to clear his calendar and has a bias against homeowners in any cases with old index numbers. I have seen this on more than one occasion. He handles a heavy calendar and can clear a crowded courtroom, but does it at the expense of the homeowner. Often gets it wrong but knows that homeowners facing financial hardships are unlikely to appeal.

I was assigned to Judge Parnow recently (I'm not sure if it is the same case that someone commented on below - 2/18/16) and he took a lot of time to get it settled. There were issues on both sides (including a witness who was out of state and his attorney wanted to read the transcript). He got the case closed after spending a few hours brokering the settlement.

A very unpleasant man and not the legal scholar he thinks he is. He does work hard and the trial moves quickly, but that causes him to be somewhat inflexible in scheduling witnesses.

I was in front of Justice Partnow for a Summary Jury Trial and could not have gotten a better assignment. He was very fair with regard to his rulings on the evidentiary packages and objections during jury selection. He took the time to learn about the case, which was a difficult case for my client, the plaintiff, on liability though she suffered a significant injury. The case eventually resolved with his involvement for a very fair number given the liability. It has to be noted that Judge Partnow got the case settled at 5:30, where other Judges would have ended the day an hour earlier.

It was a breath of fresh air to appear before a judge that knew what he was doing from pre-trial to post verdict. My case involved a bicycle knoockdown with both sides from the Orthodox community and one party being a prominent rabbi. I represented the plaintiffs. The judge knew the law and his rulings were right on point. This judge took an active role in settlement discussions and he truly worked hard to resolve this case in the best interest of the clients. (plaintiffs and defendant.) I can't say enough positive things about this judge and I have appeared before him in past cases representing both plaintiffs and defendants. I am perplexed by any negative feedback this judge has received by other attorneys- you will not get a better assignment than this judge.

I am a solo practitioner who has been trying cases for over fifteen years. My practice is almost exclusively trial work for other plaintiffs' firms. In the past I was the managing attorney for a small insurance defense firm. I have tried cases in front of Judge Partnow representing both plaintiffs and defendants, and I have found two things to be true: he is prompt and he is fair to both sides. Although some of the other comments seem to cast a negative light on the fact that he expects attorneys to be prepared and witnesses to be lined up, I cannot think of a better judge to be assigned to in Kings County! He takes the time to try and settle the case, and if it cannot be settled, it gets tried. Throughout the trial, summary jury or otherwise, he continues to work towards settlement. As trial counsel to numerous firms, it is good to know that there is no delay in trying a case in front of him. Over the years, both Judge Partnow and his staff have been a pleasure to work with.

I am a partner in a mid sized plaintiff's firm and have been trying cases for almost 25 years. I couldn't agree more with the comments from the last post, and also disagree with the negative comments. I represented the plaintiff in that case below, and couldn't have asked for a better trial judge. He moved the trial along at a brisk pace with no wasted time, he put thoughtful effort in to try and resolve the case before verdict, treated both sides fairly and clearly knew the law as it pertained to the case. He doesn't interfere or inject himself into the case. I agree that he was a gentlemen on and off the bench. In addition, his staff is courteous and knowledgeable, and were an absolute pleasure to work with. As long as you are prepared to try your case, and have your witnesses lined up, you should have no qualms about being assigned to him.

I am the Managing Partner of a New York Defense Firm and I have been trying cases in Brooklyn for 30 years. I totally disagree with the negative comments posted about Judge Mark Partnow. I just finished a trial with Judge Partnow on a high exposure case for the defense. The case involved very serious injuries to two plaintiffs with a seven figure exposure to my client’s insurance carrier. Judge Partnow spent hours during the trial negotiating a settlement and when the parties could not agree, he pushed the case forward. The matter settled after the Jury had the case for deliberations. Despite his disagreement with the Insurance carrier’s position on value, he was fair to both sides, engaged in the trial, fair on rulings and knew the law. The Judge was a gentleman on the bench and in discussions in Chambers. I found him to be extremely bright, fair and He lets you try your case. As a Trial lawyer, we can ask for nothing more.
The Judge’s staff including his personal secretary, Clerk and Court Personnel were all courteous, helpful and professional. I would have no hesitation of being assigned to his part.

A gruff and mean-spirited judge who appears to be interested and be knowledgeable on the law but who then will completely disregard it simply because he can and make horrible rulings that torpedoed my client. "Go ahead and appeal me." If you have a good case he will be sure to place obstacles in your path. If you have a crappy case, his impatience and push to get both sides to settle may work for you.

I agree with the prior post. Both Judge and staff will use every possible means to scare litigants into settling. Will tell either side that he is precluding their evidence because of scheduling, inadequate notice, inadmissability, etc... Anything to worry the attorney that he will be held personally responsible for a poor outcome not tried fully on the merits (i.e. to make them look bad to the defendant's insurance company or the plaintiff client). However, he is often bluffing. On the other hand, he is no dummy.

Mean spirited and overly legalistic. Seems to relish the opportunity to "stick it" to lawyers. Gets a satisfied smirk on his face when he issues a ruling that potentially hurts a lawyer. Not a nice man.
