Don't get fooled by what appears to be a bright and easy going manner. If your a plaintiff, in the end he will effectively eviscerate your case without rhyme, reason or basis in the law. Very sneaky judge. Beware.

He's stuck in a terrible part, with endless foreclosures and petitions to stay arbs. I have seen him time and again and have come away impressed with
his diligence and his ability to "cut to
the cahse" and keep that calendar moving, even with endless numbers of pro
se litigants popping up in the part. Very fair.

I had a bad experience before Judge Rios on a Petition and have virtually nothing nice to say about him. Not impressed

After making a decision that was totally unsupported by any precedent, this Judge could not have been nastier or more belittling in front of a room full of attorneys. His temperament was atrocious and he proved himself a self-indulgent embarassment to the Bench. Incidentally, by issuing the clearly erroneous decision that he did, Judge Rios effectively non-suited the plaintiff.
