The following review is this author's opinion and is based upon personal.observations and information from others with first-hand knowledge.

Judge Rupp-Carter's attitude and judicial performance has changed during her time on the bench. She is presently a District Judge (elected) and is the Chief of the Juvenile Court. Previously she was a special Judge and was assigned to various dockets though primarily handled protective orders qnd preliminary hearings in criminal matters.

As a special Judge she had a reputation for being kind, well-intentioned, and objective though largely without the ability to make decisions and not being exceptionally bright.

Since becoming a District Judge there has been a remarkable transformation. It appears as the her poaitiom and power has gone to her head. Her dockets are known to run behind to an unacceptable degree; 6 hours without a lunch break is known to occur. Worst of all, she is largely uneducated on the law related to the juvenile cases she handles which are very complex. Additionally, she rules the juvenile court building and all of those within through fear, including the areas and personnel who, in reality, she has no authority over.

The best/only way to survive in her court is to never challenge her authority even when she is wrong, which is often, and to bow down and kiss the ring. She holds a grudge and can be vindictive.
