I’m here after about 20yrs, going through a healing process and Keith Raines popped into my head. Decided to see if he’s still on the circuit court.
I remember clearly how appalled I was at his poor judgment and demeanor. Clearly a woman hater. I was fighting for my childrens back child support of over $45,000. and he had it erased. My kids father, (raging narc) claimed to be disabled, and couldn’t pay. When in fact, he had a felony and other assault charges that hindered him from getting a job. He faked like he couldn’t remember his younger childrens names, and won. I asked Judge Raines to help me understand…. This man (my ex) had just took his younger kids to Disneyland 2weeks prior, and was going to do an Ironman in 2 weeks from then. Why is it he can’t work or pay his back child support. He assisted my ex, by asking if after his accident (that did NOT disable him) if he got a large sum of money. He answered yes. Then Raines asked if he used that money to go on the trip. He hesitantly said yes. He then looked at me, and said that’s a bummer for you! And proceeded to close my case.
My ex has gone on working our broken system by collecting disability (we have a child with disabilities that I’ve raised alone, and works and has grown to be very independent and successful) He paints houses under the table. Pays cash for everything and puts big ticket items under other peoples names, so they can’t repossess them. This is thanks to Judge Keith Raines. And we wonder why our system is incredibly broken, supporting the criminals.

Raines is biased, bitter, and obviously despises women. I am am dismayed that he is still sitting a bench. I testified several times in his court against a domestic abuser, alcoholic, drug user that lived in a shed and he was still awarded full custody of a 6 year old. This custody thankfully ended 3 years later, but with lasting psychological trauma.

Raines presided over my divorce/child support hearing where I am the father. All assets were split 50/50, but all debt was awarded to me. My child support was based on overtime even though it was only occasional. I tried to explain that I would be occasionally laid off for up to months at a time and I requested that child support be based on my rate of pay. Raines said I was lying even though I had proof of my previous layoff periods and he said he didn’t need to see my paperwork. Whether he said this because I’m a minority I cannot verify, but I definitrly felt racist condescention. I was even charged for child support for a child that was with me, which made no sense. Even my caseworker at the DCSS thought it was odd because they heard Raines is usually biased in favor of the father. I can only imagine how others are treated in his courtroom because it is a place without justice

This Judge is an awful person. Not only is he demonstrably racist, he's also quite vile, the Oregon ethics coalition has him on record asking sexual assault victims if they enjoy being sexually assaulted. The Oregon ethics coalition is going after corruption in Oregon because, judges in Oregon are not held accountable, when they have their review, that review is private, so when you had this judge asking a victim if they enjoy being sexual assaulted, when that victim filed a complaint against this judge, that complaint transcript was not given and they will not release it because they know how bad it makes them look. Oregon is a very racist corrupt state and this judge is very racist and corrupt.

Judge Raines presided over my divorce. His "out of the box" thinking cost me over $70,000 in expense while my ex received VA benifits on my behalf. Then he proceeded to split assets in what seemed like a haphazard way and blatantly disregarded my testimony in his ruling, awarding 75% of debt to husband and 75% of assets to wife. More than once he told me to file for bankruptcy. When I contacted an applet attorney, they laughed at me and said, "yeah, that guy did some wonky things."

Judge Raines presided over a messy divorce that my daughter was involved in. The case had contested Parenting Plan, Spousal Support, and Custody.

I observed NO biases against women as I have seen wrote on other reviews. He was highly professional and fair in his multiple rulings on this case.

I have never heard a judge in my life be presented with binding case law that says his decision in the matter in "not discretionary and shall be granted" and then take 10 minutes to review the case (at an EX PARTE HEARING).

Then come out and agree the case in binding law on the decision, and say, "denied, appeal me."

That is beyond incompetence, that is outright defiance and a belief that he does not have to follow the law, because there won't be consequence to him personally.

He isn't even a judge.

Keith was appointed by John Kitzhaber, because his parents were Kitzhaber’s colleagues. It is unfortunate that Keith continues to carry his own mental illness, given to him by his parents behavior (or so he tells every parent who enters his chambers), and uses the public as his therapist. He pays for his in chambers therapy, in gold foil covered chocolate coins, to feed his own megalomania.

Is my understanding that Keith didn’t bother to pay his own judge ordered spousal support, and was in contempt of the court for that, at one time.

I am not sure why we have a system that allows an abuser to make decisions over others, in a system he himself refused to follow...let alone one who pushes his families mental illness agenda, on the general public. Keith clearly doesn’t see the importance of getting mental health help, for himself. Instead he uses his judicial power to inflict his mental illness on people he is supposed to be helping.

boo on you Keith and remember; you were appointed... just because people remember your name at election time, doesn’t make you a good judge (or human), it just makes you a familiar name.

I will always regret voting for John Kitzhaber, he is clearly an idiot, and Keith’s appointment to judge is just one example of why.

I have observed Judge Raines to care greatly about families and children. If one researches what he has done and the contribution he has made to the community it's obvious that he cares deeply. He has a difficult job and there are bound to be those who are unhappy with some of his rulings.

In my experience Judge Raines has been fair and objective. He has shown empathy and in my opinion has done the right thing. I'm rather surprised to see the nature of the comments about him.

This Judge is a Racist Bigot that needs to be mentally evaluated , DHS has a long record of his abuse and bad judgments that ruin kids and families alike , his judgments againsed white women are shocking , to balance his very bad record of that he goes after non white fathers, and if you are Black, Indian, or Arab Muslim father , expect jail and your X getting away with murder , and your kids in foster homes , his comments are outright racist and his court is a shame to the entire legal system . everyone knows how bad he is , they call him Crazy Rains at the courthouse. he will not hesitate to punish anyone that tries to expose him , and have a gang he set up to protect and hide his abuse, the democratic party also helps elect him , and make sure he is above the law , and no one can stop him . shame on you oregon , A racist bigoted crazy Judge that harmed so many children and families bast on Gender and race , and no regard to children and their suffering

Arrogant, doesn’t follow the law, includes personal and bitter comments about his own divorce. Bully in the court that should never be re-elected. When I told another judge who the judge would be on my case, he rolled his eyes and told me that keirth Raines is the worst. All attorneys seem to know this too. So why on earth does he get re-elected?

This Judge is a DISGRACE to the Legal field. He does not deserve a position in which to make decisions for others. He is completely impartial. He breaks the Code of Conduct for a Judge. He is discriminatory, bias, and makes rulings based on how he feels versus looking at the facts. What kind of swears and calls his litigants horrible names and defames a persons character in the court room?

Impossible to believe even when one is present. This man is so pro men that he must have a large party of boys happy to know him. He is ignorant to the point of ignoring that one of the people he favored intensely during the trial was previously in the past found guilty of perjury by non other than one of the most distinguished judges in Oregon.
Fortunately he made the decision that he cannot ever be found guilty here in Oregon and so the state of California is going to have a field day soon showing how incompetent this judge in Oregon is.
Just deserved, it could not happen to a more deserving one.

My daughter-in-law has been in court to petition for her children over her ex-husband several times and Judge Raines refuses to look at any documentation given by teachers and CPS workers regarding the children, instead believing unfounded allegations without proof by the father. It is unconscionable to me to not look at both side, especially when it comes to the rights of innocent children! I cannot believe this man continues to be voted into this office where he yields his unfair views and power!

There is really no way to call it a performance except for the fact that he indeed ignored what was happening because his mind was already made up before we even got to Court.

Against women is a compliment considering how he treats women in his Court. Sufficed to say that another Judge when asked me who was the one for our hearing, shook his head and said "of all the rotten luck". Amen. Because of him the children are forced to see their father, come home shaking by the experience and obviously he has not gotten over his own bloody divorce.

I don't hate him I just feel sorry for him knowing that his performance is considered one of the worse in the country. Great going Oregon!

Keith Raines is narcissistic, power hungry, egomaniacal, and... pro-father -- even when there's clear evidence of abuse. He believes that, regardless the reasoning for children insisting that they will not return to father's home, "children need both parents." In an ideal world maybe.
What he really means to say, and this draws quite likely from his own bloody divorce/custody fight, is that children deserve their father (again, no matter what the father has done). You as a mother may have mountains of evidence indicating that the father/husband is a threat, and Keith Raines will climb that mountain only to proclaim how we mothers have to nurture relationship between children and fathers. Children who wake screaming with nightmares, drenched in sweat, crying for the abuser to stop. These are the children he insists we mothers sacrifice to their fathers, going so far as refusing to even listen to the voice of unrepresented adolescents. He regularly accuses mothers of alienation, an old boy's club standard rooted in theory that is anti-
mother.

He can't seem to separate his own issues from his judgments and heaven help you if you think you'll get him to recuse himself! He's a one man ego trip that shouldn't be deciding the fate of anyone much less families.

Keith Reins enters judgments when the party states he can not understand what happened. Then he sets dates to dismiss if paperwork not turned in. These dates are worthless. Just like the judge.

Judge is completely pro father, even with the father having been in his courtroom dozens of times and clearly being responsible for creating poor living conditions and inducing mental health disorders in his other children. Judge completely disregards facts and evidence and rules not in the best interest of the child, but in the best interest of the father. He has issues that have not been resolved regarding his own life, former marriage, and divorce process, and he cannot make a sound ruling to save his (or an innocent child's) life.

Keith Raines is not an impartial judge and it horrified me to see that he was recently re-elected. Power trips, and a thorough lack of impartiality (he's pro-father no matter what that father has done, no matter the expert witnesses that testify to the fact -- likely due to his own bloody divorce) do not belong on the bench. Too many innocent lives pass through his courtroom for him to go, apparently, without judicial review.

Always late, and always rude. Appears to run his courtroom without regard to Oregon law. It becomes obvious that private discussions have gone on that exclude a defendant's attorney. The general impression is that of an out-of-control bully.
