Judge Tartaglio sides with the cops. Even when a small female was hospitalized by a beating from the cops, he did not listen but just went through the motions to process the woman. At trial he defended the prosecutor and cop and ignored exculpatory evidence and the fact the cop abused his powers. He allowed for hearsay and testimony that did not match for by the prosecutors witnesses. This judge had predetermined to process the case to the common pleas level as a favor for the ADA.

I am not a fan of PA's system where magistrate judges do not have to be lawyers - and i have always thought ex-cops make the worst district judges because they usually side with the police, no matter what. But not with this judge. While he is a former police officer, I think he is smart enough that he knows all the stuff they try to get away with in court, and I find him to be very fair. He is a credit to PA's problematic judiciary. Great staff, too!

This judge really brings a shame his chamber. He is very biased, and does not do anything to hide the fact that he knows someone (residential company), then he helps out the residential company in front of the tenant, without trying to hide it. He even told the residential company that they do not need evidence of rent owed, but that their word is enough. (wow). He proceeded to not ask for evidence.

He also does not know the law. In a residential contract dispute with an ambiguous language, he stated that he will apply the law however he wants to apply it. (Really? The law states that the contract should be held against the person who drafted it. wow). When you mention that the law should be applied, he says that he will handle the case the way he feels like handling it. He basically said, "I don’t care what the law states, I will apply whatever law I want".
