Mr. (deliberate omission of the honorific) Dougherty oversaw a dispute between my wife and I (landlords) and a tenant of ours. Right from the beginning he was dismissive as though we were not worth his time. He was borderline insulting to my wife and I while barely acknowledging the tenant. His ruling (if that's what you can even call it) was for the tenant to pay our filing fee and for us to figure out the details. I will be trying my hardest to get someone else appointed to his seat as soon as it is contested.
