This "judge" is completely in the bag for the police. Anytime a cop gets in trouble that would send anyone else away, all they have to do is ask for a non-jury trial with "Judge" Manning presiding and at most, the offending officer may get a tiny wrist slap and be sent on their way.

For example: a drunken off-duty cop sitting in traffic in the South Side gets punched in the face by someone that reached in through the cop's open window. The drunken cop is enraged, stops his car, goes into the trunk, gets his gun and takes off in the direction of his attacker. The drunken cop runs around the corner and grabs the first guy he sees and starts hitting him with his pistol. Two tow truck drivers see this and yell at the cop that he's beating the wrong man. The drunken cop ignores the tow truck drivers and continues hitting the innocent man. The drunken cop's gun goes off and shoots the innocent victim through the hand. Luckily, no one else was hit, even though there were crowds of people all around. An on-duty Pittsburgh police officer then shows up and arrests the drunken cop and charges him with DWI and assault with a firearm. The drunken cop gets fired. He then goes to court to face charges from his actions and requests a non-jury trial with "Judge" Jeffrey Manning.

First thing, Judge Manning throws out the DUI charges. Second, he decides that the drunken cop wasn't guilty of criminal behavior, oh no, he was guilty of just bad behavior. So he throws out the rest of the charges.

The drunken cop is now free. His union sues to get his job back and succeeds, even getting him back pay.

The innocent man who was shot then sues the drunken cop in civil court. The city of Pittsburgh now has to defend the drunken cop in civil court because he is back on the force.

The drunken cop loses in civil court and the victim is awarded $40,000.00.

The drunken cop's homeowners insurance has to pay $5,000.00. The City of Pittsburgh has to pony up $35,000.00.

Moral: Judge Jeffrey Manning is a slimy P.O.S.
