Civil Litigation - Govt.

Comments:
Russel has no regard for upholding anyone's constitutional rights. He is completely biased and forces most defendant to sign up for a pre-trial diversion program without any benefit of avoiding prosecution. Doing so denies a defendant of their right to due process and punishes a defendant before they are found guilty. This program costs over $100 a month. If you do not "voluntarily" sign up for the program, he revokes your bond. He also raises bail on defendants that have already bonded out once they are indicted. It doesn't matter that they have appeared for arraignment, hired an attorney, and complied with their original conditions of bond. I have no idea how he gets away with such obviously biased practices. He loves putting people in jail and assumes everyone accused of a crime is guilty. His sentences are insanely long for the crimes just as his bonds are extremely high for the offense and risk. He should never take the bench; he is downright evil. He also discusses cases with attorneys in private without the other side present. Every lawyer who enters his courtroom fears him and just tries not to upset him. I doubt he would be a judge is he weren't married to an Attorney General. He's completely unethical.

Comments:
Had no experience with criminal matters prior to taking bench. Shows himself to be state oriented in all matters, deferring in our case to AAG who gave completely fallacious and discredited information. Prosecution was found to lie and block evidence and Russell scolded defense for pointing out falsehoods and exculpatory evidence. Rules as he is told to by prosecutors.
