Judge Ludlow is incredibly cordial and affable. The legal analysis in civil matters, however, leaves a lot to be desired. Submitted motions take far longer than the typical 60 days, and he usually will just sign one order or the other without modifying obviously inapplicable portions. He will also make rulings without necessary findings, often resulting in matters going up on appeal and being jettisoned right back to the District Court level. This is frustrating and expensive for clients. It just seems like he takes the path of least resistance. Frustrating.

Judge Ludlow clearly understands right and wrong, but he is easily manipulated into sympathizing with those who suck up to him in or out of the court room. I don’t know if it’s because of his fear of what criminals might do to him if he rules against them, or if it’s just a weak mind that is easily manipulated, but Judge Ludlow will throw justice and common sense right out the window and not think twice about it.
It’s sad that true justice cannot be expected with this judge.

No matter how guilty once is or how terrible their crimes, if they tell Judge Ludlow they are a member of the Church of Jesus Christ of Latter-day Saints (like Judge Ludlow is), Judge Ludlow will rule in their favor.

The problem with Judge Ludlow is his very low intelligence. He is affable and pleasant because he is vacuous and he knows he isn't too bright. The problem is that he gets very embarrassed when he makes mistakes in court, and he gets really flustered if people point out his mistakes. He has never been a legal scholar and does not really seem to care very much about what he is doing. If you have a case that requires a thoughtful judge, don't count on Judge Ludlow. The problem is that the other judges in his court are equally clueless and useless. That's what you get in St. George: dimwits who practice law as if sloth were a virtue.

Ludlow has a great disposition, he makes you feel comfortable in the courtroom, and deals fairly with the parties.
