Hilyer is biased against pro-se's to such a degree, he can't function as a judge. When a pro-se wins in his court agaisnt a big corporation, he simply refuses to give the case a ruling. He just illegally puts the case in park. He trys to keep the case from even being appealed as there is no ruling. He says in writing he cant understand words like "dismiss"

Pro-ses are left with complaining to judicial conduct commission, other government orgs and to the public.
