I just flew out to wisconsin to look at a friend's case. It looks like Judge Koss is making rulings on motions that do not even appear in the Record.

Not only was he extremely partial but unprofessional as well. The reason he gave for choosing to put me on probation was to see "where you're going to mess up". It had been over 2 years since the incident and the ONLY encounter I had with police since was the 1 time I called them because I felt someone was in danger

He does w have the qualities or the temperament to be impartial. During sentencing, he laughed and made fun of the facts that made my mental illness obvious. He not only listened to an audio recording which was expressly excluded by the prosecutor into consideration, he picked and choose facts on the recording and ignored others that were very pertinent.
